An inspired education concept

A Chip Bok cartoon from today's Akron Beacon-Journal clearly outlays a suggestion for Illinois' education plan dilemma. . . would it be sacreligious to call it "inspired"?

Which one of the gubernatorial candidates would be gutsy enough to advocate something so radical as education $$ following a student?
