This emergency-looking vehicle was spotted in the 11th CD ... and sure enough, below the driver's door are the words "Support Debbie Halvorson" who's Nancy Pelosi's Will County twin.

We caught the photo on Chicago Daily Observer, with no accreditation and the vehicle license plate already pixeled out. Your guess is as good as ours ... what's the story with this?
