On the same day they declared Rahm Emanuel's mayoral candidacy fit, Attorney General Lisa Madigan filed with the IL Supreme Court an appeal to stay any reversals or stalls on Quinn's $31 Billion Illinois Jobs Now! capital program. Madigan's preparing to argue on behalf of the state that HB 255's construction is fine and should continue:
The appellate court struck down laws that made up the backbone of the construction program. That included provisions to legalize video poker and raise taxes on candy, booze, license plates and a series of other items that would generate money to fund construction.
The appellate court said lawmakers lumped together too many issues in violation of the Illinois Constitution’s standard that legislation must address a single subject.
