IR: You've mentioned that half of the 15,000 cell phones the state owns are an example of "low-hanging fruit" that could be cut from the budget. There are other, smaller budget items that you've proposed eliminating include the Illinois Arts Commission, headed by Speaker Madigan's wife. Another is the City College Board, as well as the Supreme Court Historic Preservation Commission. Could you explain your thoughts on these specific cuts?
