SPRINGFIELD - In a move designed to turn out union (read: Democrat) votes in November, the Democrat-controlled General Assembly has approved a November ballot referendum about a proposed constitutional amendment that would require the General Assembly, city councils and school districts to approve any increase in pension benefits with a three-fifths majority vote, rather than a simple majority.
