WASHINGTON – Tuesday, House co-lead Rep. Mary Miller (IL-15) along with Congressman Chip Roy (TX-21) introduced the Protecting Life on College Campus Act of 2021 with Sen. Steve Daines (R-MT), the Founder and Chairman of the Senate Pro-Life Caucus, introducing the legislation in the Senate.

The bill would prohibit Federal funds from going to any institution of higher learning that hosts or is affiliated with a student-based service site that provides abortion drugs or abortion to students of the institution or to employees of the institution or site.

“Chemical abortions are the future the abortion issue is lobbying for, and I know that as a mother of five daughters, my girls and their peers are the most vulnerable to the chemical abortion industry. The abortion industry does not advocate for women, as they constantly claim to do. They exploit young women but leave them to deal with the consequences and severe potential side effects all on their own,” said Congresswoman Miller. “American taxpayers should not be forced by Democrats to fund the abortion providers in this country directly or indirectly. The Protecting Life on College Campus Act stands up for the many Americans who share a deeply held moral opposition to ending life in the womb.”

This legislation is in direct response to California’s radical chemical abortion pill mandate on college campuses. Starting in 2023, California will require their 34 public universities to provide chemical abortion pills to their students without exception.

“A college dorm room is no place to have a do-it-yourself abortion, and the American taxpayer should not be paying for the destruction of innocent human life on our college campuses. But, as we already know, what the abortion industry really cares about are profits—not the welfare of mothers or the integrity of higher learning,” said Congressman Roy. “The Protecting Life on College Campuses Act is about guarding young college women and their unborn children from the predatory abortion industry’s radical and reckless push for universal access to abortions.”

Additionally, to remain eligible for federal funding, institutions of higher learning are required to submit an annual report to the Secretary of Education and the Secretary of Health and Human Services certifying that no site provides abortion drugs or abortions to students of the institution.

“For too long the abortion industry has been taking advantage of vulnerable women and now, blue states like California are beginning to require campus clinics to provide chemical abortions on demand,” Sen. Daines stated. “These do-it-yourself abortions put young women in dangerous situations that they are oftentimes forced to deal with alone in their dorm room. This not only ends the life of an unborn child, it endangers the mother’s life as well. We cannot allow campus health centers to turn into abortion clinics.”

In addition to Rep. Miller and Sen. Daines, Congressman Roy is proud to be joined by Reps. Ronny Jackson (TX-13), Brian Babin (TX-36), Lauren Boebert (CO-3), Robert Latta (OH-5), Matt Rosendale (MT-AL), Doug LaMalfa (CA-1), Doug Lamborn (CO-5), Andy Biggs (AZ-5), Ralph Norman (SC-5), Jeff Duncan (SC-3), Yvette Herrell (NM-2), Kevin Hern (OK-1), Robert Aderholt (AL-4), Jim Banks (IN-3), Randy Weber (TX-14), Paul Gosar (AZ-4), Marjorie Taylor Green (GA-14), Greg Steube (FL-17), Michael Cloud (TX-27), Ted Budd (NC-13), Warren Davidson (OH-8), Andy Harris (MD-1), Michelle Fischbach (MN-7), Jim Jordan (OH-4), Markwayne Mullin (OK-02), Pete Sessions (TX-17), Roger Williams (TX-25), Barry Moore (AL-02), Scott Franklin (FL-15), Bob Good (VA-5), Daniel Webster (FL-11), Kat Cammack (FL-3), Lance Gooden (TX-05), Steve Chabot (OH-01), Scott Perry (PA-10), Michael Waltz (FL-06), Tracey Mann (KS-01), Alex Mooney (WV-02), Glenn Grothman (WI-06), Greg Murphy (NC-03), Bill Johnson (OH-06), Louie Gohmert (TX-01), Bob Gibbs (OH-07), Trent Kelly (MS-1), John Rose (TN-06), John Rutherford (FL-04), Rick Crawford (AR-01), Gary Palmer (AL-06), Mike Kelly (PA-16), Jody Hice (GA-10), John Moolenaar (MI-04), August Pfluger (TX-11), Michael Guest (MS-03).

More support for the Protecting Life on College Campus Act:

"Access to chemical abortions on college campuses is the new frontier for the abortion business – making it possible for young girls to get “vending-machine” abortions and undergo a traumatic, life-threatening procedure alone in their dorm rooms. In no circumstance should schools be normalizing abortions for young women. We will not back down on protecting the lives of young mothers and their unborn children endangered by this trend."

– Russ Vought, President of the Center for Renewing America

“We applaud Rep. Chip Roy and Senator Steve Daines for moving to protect women at a time when many universities will not. Under the Biden Administration, women and girls on college campuses will receive powerful drugs that have potentially extreme risks of infection and hemorrhage, without ever being examined by a physician. They will be left to take these drugs in isolation, without medical care, and will deliver their tiny, unborn child all alone. The Protecting Life on College Campus legislation will protect women on college campuses, not subject them to dangerous medications that result in major health problems and possible death.”

– Tom McClusky March for Life Action

"Universities exist to provide students with higher education—not abortions and abortion pills. Fortunately, Congressman Roy has taken action to prevent universities from becoming taxpayer funded abortion providers by ensuring federal funding doesn't pay for abortions or abortion pills."

– Jessica Anderson, Executive Director of Heritage Action

“Schools should not be in the business of ending the lives of future students. Students who find themselves pregnant should be lovingly embraced by their campus communities. Our schools and legislators should invest in creating resources, programs, and support for pregnant women, enabling them to achieve their academic and career goals. Abortion not only ends the life of an innocent preborn child but can also lead to lifelong physical and emotional repercussions. There is no legitimate reason for college and university campuses to provide abortions, especially at the expense of fellow students and taxpayers.”

-Kristan Hawkins, President of Students for Life Action

“The abortion industry’s push to exploit vulnerable women through the use of chemical abortions has now reached college campuses. Instead of supporting young women who become pregnant on campus, the pro-abortion movement wants to force women to take cheap, dangerous abortion pills that kill an unborn child and have negative consequences on a woman’s physical and mental health. Thank you to Representative Chip Roy for introducing the Protecting Life on College Campus Act, realizing that collegiate women deserve better than to be told that they must choose between their unborn child and their education.”

– Family Research Council

“We are thankful to Rep. Chip Roy for introducing this bill to protect young women and girls from gruesome chemical abortions. The Protecting Life on College Campus Act will stop the flow of taxpayer money to universities that endanger their students by distributing unsafe drugs that could result in severe bleeding, intense pain, infection, physical and emotional trauma, and even death in some cases. As the Biden administration strips away commonsense regulations on chemical abortion, legislators across the country are fighting back by passing laws to safeguard moms and babies in their states. We strongly support this bill and will never stop working to expose the brutality of abortion.”

– Marilyn Musgrave, VP of Government Affairs at Susan B. Anthony List

“Students on college campuses deserve real healthcare, not dangerous drugs that kill the preborn. The use of taxpayer dollars to support abortion on college campuses must end now. Family Policy Alliance wholeheartedly endorses the Protecting Life on College Campuses Act to ensure girls will not be subject to dangerous drugs on their campuses and schools stay focused on the education and health of students.”

– Family Policy Alliance Vice President of Strategy Autumn Leva

“Having the chemical abortion pill readily available on college campuses is detrimental to the safety, health, and well-being of students. As Concerned Women for America has Young Women for America chapters on college campuses across the country, this issue is critically important to us and our college leaders. Out of care and compassion for the young women on college campuses, we applaud you for introducing the Protecting Life on College Campus Act of 2021.”
