This resolution was not passed in its originally written form. Unbelievably, a substitute resolution was submitted by a non-sponsor (never seen this hyper partisan move before) which completely watered down the original, in effect killing it. The substitute resolution ended up on the bottom of someone’s birdcage (that’s my opinion).
