As Benton Scandal Grows, Old Allegations Against Speaker Welch Return to Haunt Illinois House Democrats

As the fallout from former State Rep. Harry Benton’s resignation continues to consume Springfield, the political spotlight is rapidly shifting from Benton himself to House Speaker Chris Welch – creating a growing public relations crisis for the embattled House leader and raising new questions about his leadership.

What began as a scandal centered on one Democratic lawmaker has evolved into broader questions about leadership, accountability, and whether House Democratic leaders responded appropriately after learning of sexual harassment allegations against Benton years earlier.

Now, the controversy is also resurrecting uncomfortable questions from Welch’s own past.

A recent Chicago Sun-Times Watchdogs investigation revisited allegations that resurfaced during Welch’s 2021 campaign to succeed longtime House Speaker Michael Madigan.

Those included a 2002 police report in which a former girlfriend alleged Welch assaulted her during an argument. No criminal charges were filed, and Welch has consistently denied striking her, describing the incident as a verbal dispute that occurred decades ago.

The Sun-Times also highlighted civil lawsuits from Welch’s tenure as president of the Proviso Township High School District 209 Board involving allegations of sexual harassment and retaliation.

Those cases were ultimately dismissed or voluntarily withdrawn without findings of liability, and Welch has denied wrongdoing.

The significance is not that these allegations are new – they are not – but that they are resurfacing as Welch faces mounting scrutiny over his leadership’s handling of the Benton scandal.

According to reporting by the Chicago Tribune, Welch’s office received detailed sexual harassment allegations involving Benton in April 2023. Benton reportedly was not interviewed by senior staff for approximately three months. The staffer later resigned, citing concerns for her mental health.

Benton remained in the House Democratic caucus, retained committee assignments, and continued serving until additional complaints emerged in 2026, ultimately leading to his resignation.

That timeline has fueled criticism from both inside and outside the Capitol over whether House leadership acted swiftly enough to protect employees.

The Sun-Times reporting also revived another unresolved issue from 2021.

At the time Welch sought the speakership, State Rep. Kelly Cassidy publicly described the allegations against Welch as “troubling” and expressed her hope that they would receive a vigorous review. The Illinois chapter of the National Organization for Women likewise called for an investigation.

Yet, according to the Sun-Times, there is no public indication that any formal review ever occurred. Multiple individuals familiar with the events reportedly told the newspaper they were unaware of any meaningful follow-up, while Welch’s spokesman recently said any discussion of such an investigation was “news” to him.

Taken together, the Benton controversy and renewed attention to Welch’s own history have created a political headache that shows no signs of subsiding.

Rather than putting the Benton controversy to rest, House Democratic leadership now faces new questions about transparency, accountability, and whether similar concerns have been allowed to fade without meaningful review.

For Speaker Welch, the timing could hardly be worse.

The House Democratic caucus is already under intense scrutiny for its handling of the Benton scandal. Last week, the bipartisan Legislative Ethics Commission voted unanimously to release the Legislative Inspector General’s report on Benton – the first such report authorized for public release since 2020. Its publication is expected in the next few weeks.

That report could answer some questions. It may also raise entirely new ones.

Whether its release ultimately threatens Speaker Chris Welch’s grip on the speakership remains to be seen. What is clear, however, is that each new revelation has deepened the political crisis surrounding House Democratic leadership.

As Springfield braces for the report’s release, the political conversation is no longer focused solely on Harry Benton.

Instead, attention is increasingly turning to whether Speaker Chris Welch’s leadership – and his handling of both past and present controversies – has become the bigger story.
